Symptom: When trying to format a newer, high capacity external hard drive or flash drive, the only option given is to format as exFAT. When an attempt is made to format the volume as exFAT, the following message is returned: “Windows was unable to complete the format.”

ExFAT was designed by Microsoft back in 2006 and was a part of the company’s Windows CE 6.0 operating system. Now I can use my old XP machine to backup pics from my new camera that uses exFAT. I don’t understand why Microsoft deleted all things XP. I expected them to keep an XP updates archive with a disclaimer of no support. Instead they chose to remove all traces of it!
Solution: To format the drive as NTFS: go to Disk Management in the Computer Management MMC console, right-click the volume that you would like to format and select “Format…” from the menu. NTFS should be a choice here. For some reason it doesn’t show up if the drive is right-clicked in Windows Explorer.
